Copper up to the board edge is a decision a PCB designer must take after solid consideration. The routing of the PCB contour will most likely expose the copper on the side of the PCB edges. This will cause the copper to oxidize and can make electrical contacts with metal casings and other object around the PCB.
Since the default in data preparation is to clear the copper from the PCB edges by at least 0.25mm, specifying this option in the order details is a must for achieving the correct result.
